Job Description

Job Purpose:

The Vice President, Technology Governance & Program Management will have two primary purposes. Lead the business operations of technology and oversee the enterprise program and project management capabilities for Ciox Health. This person will be expected to organize and prioritize critical issues and required information for the executive to facilitate efficient decision making. Act as a point of contact and liaison between management and other stakeholders. Advise the CIO on policy, procedural and operational issues and provide direct support to CIO on a variety of initiatives, manage key processes and analyze applicable data reporting and metrics as a tool to help identify opportunities for process improvements and best practice adoption across departments. This leader will also establish enterprise policies, standards and controls for program and project management and drive standardization of this framework across Ciox Health. This person will also be accountable for the delivery of the project management services to all business partners across Ciox Health and for the ongoing status and reporting of those initiatives deemed in-scope.

Duties and responsibilities:

Portfolio and Program Management

o Establish an enterprise set of policies, standards and controls and an appropriate program and project management framework the company can adopt as a standard tool-kit for delivery.

o Oversee the IT Portfolio and deliver quality results within established budgets and within approved schedules

o Manage program manager resources assigned to strategic initiatives

o Manage the project management lifecycle methodology and ensure adherence to project policies and procedures

o Lead and manage projects as requested by the CIO

Financial Management

o Work with finance on the reporting and analysis of operational budget. Identify variance from in the actuals and determine root cause with department heads

o Work with finance and cost center managers on the capital and quarterly budget processes

o Work with finance and the cost center managers on the capital budget.

o Work with HR and Finance on tracking headcount, open requisitions, hiring plans, etc.

Departmental Strategy

o Participate in overall strategy discussions, provide input and measure department against strategic goals

o Act as a point of contact between leadership and other staff to ensure projects are executed correctly and on time

o Coordinate internal and external (business stakeholder) communications regarding key initiatives and strategy

Operational Management:

o Coordinate key meetings (Weekly Staff, Department Meetings, Site visits, Strategy meetings, etc.)

o Establish technology operating metrics and integrate with corporate balanced scorecard

o Review operating metrics and assist in identifying improvement opportunities

o Examine existing operational processes and assess them against organizational goals and propose enhancements to help achieve goals.

Job Requirements

Qualifications:

  • Bachelor's degree
  • 7+ years experience in a technology or software development organization, preferably healthcare
  • Experience leading large project and initiatives, preferably with a PMP certification
  • Experience in Agile Scrum preferably including SAFe experience
  • Strong financial acumen
  • Knowledge of HIPAA Compliancy Regulations
  • Highly effective communication/presentation capabilities to varied levels of decision makers within a healthcare setting
  • Exceptional relationship management and trust building skills
  • Proficient with Microsoft Office Products
  • Strategic thinking & leadership skills
  • Must have the ability to make independent decisions
  • Must be self-motivated and possess excellent organizational skills
  • Six Sigma (Lean) certification a plus
  • Experience with strategic procurement processes a plus
